Central European Regional Contest 2021
Welcome!
This is the website of the Central Europe Regional Programming Contest 2021, a regional contest of the International Collegiate Programming Contest.
Due to different COVID-19 situations in different countries, the plans are made on a best-effort basis. The situation might change quickly, and the plans will be adapted accordingly as we near the competition date.
Update 31. 3. 2022: The general plan to perform the contest in local proctored environments is now considered final. For more details, see Rules.
Update 3. 4. 2022: We observed an increased number of registered teams from individual universities and will not be able to accept all of them. Although the contest will be online, we are trying to preserve the same purpose and scope of CERC. We will organize a separate unofficial contest that will run in parallel with the main contest, use the same tasks and will be subject to the same proctoring rules. All teams not accepted to the main contest will be allowed to take part in the unofficial contest.
The competition will take place online from 22. April to 24. April 20221, in local proctored environments, which will still ensure the usual rules of one computer per team, no internet access, etc. For more details, see Rules.
University students from seven countries (Austria, Croatia, Czech Republic, Hungary, Poland, Slovakia and Slovenia) will participate in the CERC regional contest and the best teams will advance to ICPC World Finals.
We are proud to organize this competition in the years 2021–2023 and hope to host you in Ljubljana for the next competitions.

Participation and eligibility
Eligibility of CERC 2021 teams
The coach certifies the eligibility of contestants and serves as the official point-of-contact with the team prior to and during contest activities.
According to ICPC Regional Rules, all contestants have to be eligible by satisfying the Rules and the Eligibility Decision Tree. The host must email a completed and signed eligibility form to cerc@acm.si with the subject “Eligibility form for [my university]”. See the schedule for deadlines.
Participation fee
Since CERC 2021 will be performed online with local proctored teams, there is no participation fee.

General rules
The General Rules of the 2021 Regional Competitions are published on the ICPC website.
Organizational rules
Teams
Only teams accepted by the Regional Contest Director can take part in the contest.
All team members must attend all contest activities as specified in the schedule. The Coach is expected to be available during contest activities. Failure to attend any of the designated contest events can result possibly in the disqualification and forfeiture of any prizes.
Local proctored environments
The contest will take place in local proctored environments, per university or country.
- team members should be in the same room and work on a single computer
- at least one proctor (e.g. coach) should be present in the room at all times
- there should be a way to display a livestream to the contestants
- you can use your university computer environment, which should contain:
- compilers for the supported languages
- text editors (IDEs are allowed)
- at least one relatively modern web browser
- the contestants are not allowed to use:
- advanced software not directly related to programming in one of the supported languages (e.g. Mathematica, Matlab, sage, ...)
- the internet, apart from accessing the contest system
- no recording of screens or the room is necessary
- we rely on the proctors to uphold the rules and maintain the integrity of the contest
Conduct of the Contest
At least six problems will be posed. As far as possible, problems will avoid dependence on detailed knowledge of a particular applications area or a particular contest language. The language of the contest is English. All written contest materials and all communication with the contest officials will be in English. Contestants may bring resource materials such as books, manuals, notes and program listings. Contestants may not bring any machine-readable versions of software or data. Contestants may neither bring their own computers, computer terminals and calculators nor any kind of electronic devices such as headphones, radio sets, cellular phones, smart gadgets, etc. Food and drinks are subject to local rules, but are generally allowed.
As an exception to the previous rule, a team may bring their own keyboard (standard USB keyboard without wireless connectivity, memory, etc.). Proctors should examine the keyboards before the contest.
Technical rules
Solutions to problems (source code) submitted for judging are called submissions. Each submission is judged as accepted or rejected and the team is notified of the result. Additional information about the reason for the rejection is described in the contest system. A contestant may submit a question about a task through the judge system. If the judges agree that there is an ambiguity or error in the task statement, a clarification will be issued to all contestants. Contestants are not to converse with anyone except members of their own team and personnel designated by the Regional Contest Director or local proctors. System support staff may advise contestants on system-related problems such as explaining system error messages. The contest will be held in a networked environment. The network may only be used to submit solutions, to ask questions, back up the solutions and to produce listings in ways designated by the organizers. Any other use of the network is strictly forbidden and shall result in immediate disqualification and removal from the contest area.
While the contest is scheduled to last five hours, the Regional Contest Director has the authority to alter the length of the contest in the event of unforeseen difficulties. Should the contest duration be altered, every attempt will be made to notify contestants in a timely and uniform manner.
A team may be disqualified by the Regional Contest Director for any activity that jeopardizes the contest, such as dislodging extension cords, unauthorized modification of contest materials (hardware of software), forbidden network activities or distracting behavior. The Regional Contest Director is solely responsible for ruling on unforeseen situations and interpreting these Rules.
Scoring of the Contest
A problem is solved when it is accepted by the judges. The judges are solely responsible for accepting or rejecting the submitted runs. In consultation with the judges, the Regional Contest Director determines the winners of the regional contest. The Regional Contest Director and judges have the authority to adjust for or adjudicate unforeseen events and conditions. Their decisions are final.
